Who decides jurisdiction and eligibility for virtual-asset payment services?

Jurisdiction and eligibility decide whether a virtual-asset payment service can serve a business at all. This practical guide shows what to confirm, in what order, and with whom.

Who decides jurisdiction and eligibility for virtual-asset payment services?

Jurisdiction and eligibility matter because they determine whether a virtual-asset payment service can lawfully be offered to your business at all, and on what terms. The provider's geographic availability, your business's eligibility, and the applicable law together gate access before any technical integration or settlement flow is designed.

This guide treats jurisdiction and eligibility as a pre-integration gate, not a post-launch detail. It uses only the approved DogPay product page as its DogPay-specific reference. Where a question falls outside those facts, confirm it with the relevant financial institution or service provider.

Start with the separation of roles

DogPay is a digital finance and payment infrastructure platform. It is not the financial institution that provides a business account. That distinction drives everything that follows.

Business account services and virtual-asset services come from different providers. Businesses may apply online for a US-dollar business account and Hong Kong or Singapore multi-currency business account options. The relevant financial institution provides and independently approves each account, and its opening documents determine the account type, holder and terms.

USD and supported stablecoin conversion or settlement and crypto payment gateway services are provided by DogPay affiliates to eligible customers, subject to provider terms, applicable law and geographical availability.

So there are at least three eligibility questions, not one: whether the institution will open the account, whether an affiliate can serve your business for virtual-asset services, and whether your jurisdiction is served at all. Treat them as separate checks with separate owners.

Prepare before you ask anyone

Gather these items so eligibility conversations are factual rather than speculative:

1. Legal entity name, registration jurisdiction and registered address for each entity that would hold an account or receive settlement. 2. The jurisdictions where your customers, suppliers and beneficial owners are located. 3. The business activity that generates the funds, described plainly. 4. Which currencies you actually need to hold versus which you need to pay in. 5. Which payment rails you expect to use, and for what purpose. 6. The internal owner for each provider relationship, and who signs.

Completion check: you can state, in one page, who the entity is, where it operates, what the money represents, and which services you are asking about.

Confirm jurisdiction availability in writing

The approved facts state that virtual-asset services are subject to geographical availability. They do not list which jurisdictions are served. Do not infer coverage from a product page, a peer's experience or a sales conversation.

Ask the provider directly, in writing, whether your entity's jurisdiction and your counterparties' jurisdictions are served for the specific service you want. Ask the same question of the financial institution for the account itself.

Completion check: you hold a written answer, specific to your entity and service, rather than a general statement about global coverage.

Map eligibility to each service separately

Eligibility is service-specific. An approved business account does not by itself establish eligibility for stablecoin conversion or settlement, and the reverse is also true. The affiliate services are described as being for eligible customers, subject to provider terms and applicable law.

Build a simple row per service:

Service: [name] | Provider: [institution or affiliate] | Jurisdiction served: [confirm] | Eligibility criteria: [confirm] | Terms document: [reference] | Status: [confirmed / pending]

Completion check: every row has a named provider and a written confirmation, or is explicitly marked pending.

Keep account terms and service terms apart

The financial institution independently approves each account, and its opening documents determine account type, holder and terms. Those documents are the authority for the account.

Virtual-asset services carry their own provider terms. Do not assume that account terms describe conversion, settlement or gateway services, or that gateway terms describe the account.

Completion check: your file holds the governing document for each service, and you know which provider issued it.

Design the flow only after the gate clears

Once jurisdiction and eligibility are confirmed, you can design operations. After approval, available account features may include international collections, cross-border payments, currency management, transaction records, reconciliation and reporting. Actual currencies, payment rails and functions depend on the institution, account, product and jurisdiction.

USD transfers may use ACH, SWIFT or Fedwire only where the relevant account and service arrangement support them. Confirm rail support for your specific account rather than assuming it.

Completion check: your documented flow names the rail, the currency, the provider and the governing terms for each step, and nothing in it depends on an unconfirmed assumption.

FAQ

Does an approved business account make my business eligible for stablecoin settlement? No. Account approval comes from the financial institution. Virtual-asset services are provided by DogPay affiliates to eligible customers under separate provider terms, applicable law and geographical availability.

Can I assume my jurisdiction is covered because the platform is described as global? No. The approved facts state that geographical availability applies but do not list covered jurisdictions. Confirm in writing with the relevant provider.

Who decides the terms of my business account? The relevant financial institution. It provides and independently approves each account, and its opening documents determine account type, holder and terms.

Are fees, speeds or approval outcomes guaranteed? No. No account approval, payment acceptance, fee, exchange rate, speed, coverage or business outcome is guaranteed.

Source and verification note

All DogPay-specific statements in this guide are drawn from the official DogPay product page at https://dogpay.com/hk/global-bank. No other sources were used, and no external browsing is implied. Scope and limitations

This guide is a preparation framework, not legal, tax or compliance advice. It does not list covered jurisdictions, eligibility criteria, fees, rails, currencies or timelines, because those are not established by the approved facts. Confirm every such detail with the relevant financial institution or service provider, and treat any unconfirmed item as pending until you hold it in writing.
